EU To Bypass Hungary's Veto on Military Aid to Ukraine


The European Union (EU) is discussing ways to Bypass Hungary's Veto, on the Decision to Fund Military Aid to Ukraine worth over 6 billion euros. One Solution has already been Found.

European External Action Service is considering allowing EU Member States to make Voluntary Contributions to the European Peace Facility.

This Decision would enable the allocation of Funds from the Facility based on the Agreement of Contributors, rather than requiring Consensus from All Member States.

It remains unclear whether this Iinitiative will gain Support, as many EU Decisions require Consensus. EU Ambassadors will meet to discuss the Details of this Plan.

Hungary has been Blocking the Financing of Military Aid to Ukraine amounting to 6.5 billion euros within the European Peace Facility for several months.

This is reportedly due to Budapest's concerns that the Funds it contributed to the Facility could be used for Military Aid to Ukraine.

Recently, Hungarian Foreign Minister Péter Szijjártó stated that Hungary would continue to Block the 6.5 billion euro Decision as long as Ukraine does Not Resume the Transit of Russian Oil by Lukoil. Even in War, Russia was paying Ukraine a Transfer Fee to allow Russian Oil to transit to Europe thru Ukraine's Pipe system.

Russia's Transneft (TRNF_p.MM) said it made Payments for August Oil Transit to Ukrainian Ppipeline Operator UkrTransNafta on July 22nd, but the Money was Returned on July 28th as the Payment did Not go through. It said the Shipments were halted Aug. 4th.

Heavy Fighting near the Russian Town of Sudzha, where Russian Gas flows into Ukraine, has raised concerns over a sudden Stop to Transit flows via Ukraine before a Five-year Deal with Russia's Gazprom (GAZP.MM), Expires. Kyiv has previously said it has No Plans to Renew or Extend it. Which would force Russia to find New was to keep its European Oil Revenue.
