New York City Council Member, Brad S. Lander (D-39th District), Sponsored Int. 1320-2018, A Local Law to Amend the New York City Charter, in relation to Instant Run-Off Voting or Ranked-Choice Voting (RCV).
This Bill would institute Instant Run-Off Voting in Primary and Special Elections for Citywide Elected Officials. Voters would Rank up to Three Candidates in Order of Preference. If a Candidate received less than 50% of First-Choice Votes, the Candidate who received the Fewest First-Choice Votes would be Eliminated, and Voters who chose that Candidate as their first Choice would have their Votes Counted for their Second Choice. This process would continue until a Candidate had a Majority of the Votes.
This would Replace the current Run-Off Elections currently held for Mayor, Public Advocate, and Comptroller, if no Candidate receives 40% of the Vote in a Primary Election.
