OR Legislature Adjourns with Four Election Law Bills Passed

The Oregon Legislature Adjourned on July 7th.

This year’s Session passed Four Election Law Bills:

SB 802: - Sponsors: Senator Kathleen Taylor [D, SD-021], Senator Elizabeth Steiner Hayward [D, SD-017], Senator James Manning [D, SD-007], and Representative Ann Lininger [D, HD-038]. Allows 16-year-olds to Register to Vote, although they won’t be able to vote until they are 18. The Law already allowed 17-year-olds to Register. Effective Date, January 1st, 2018.

HB 2298: Requires that All Candidates who will Appear on Primary or General Election Ballot File Statements of Economic Interest. Effective Date, January 1st, 2018.

HB 2696: Sponsor: Rep. Caddy McKeown [D, District 09], Permits Community College District Measures relating to Bonding to be included in State Voters' Pamphlet if certain Conditions are met. Permits Candidates for Office in Special District and Ballot Measures for Special District, Community College District Measures relating to Bonding to be included in State Voters' Pamphlet if certain Conditions are met. Establishes Procedures for Inclusion in Pamphlet. Effective Date, January 1st, 2018.

HB 3408: Clarifies that Person may Register to Vote or Update Voter Registration by having other Person deliver Voter Registration Card to Designated Agency or Official. If Delivered Voter Registration Card has Missing or Incomplete Information, requires County clerk to use all Sources available to obtain Missing or Incomplete Information. If Information is still Missing or Incomplete, requires County Clerk to use reasonable efforts to contact Person to obtain Information at least three times: by Telephone, Mail, and Electronic Mail.

I have many Security concerns with HB 3408. How does the County Clerk verify the information on the Form came from the Voter? How do they verify the Signature or the entered Information for a New Voter?
