
New York City is a National leader in publicly financing our City Municipal elections.
The process of matching qualifying contributions at a rate of $6 for every $1 contributed amplifies the voices of small donors. It also puts a strict lower limit on campaign contributions from any lobbyist or entity that does business with this city.
However, opportunistic lobbyists and corporations have found a loophole to leapfrog over these limits.
Under current law, individuals or entities that do business with the city may collect, or bundle, contributions that aren’t covered under the lower doing business limit. As a result, a lobbyist bundler can collect thousands of dollars instead of a few hundred. The first $175 of these bundled contributions, unlike the lobbyist’s own contributions, can be publicly matched.
Int. 985-2015 would stop this practice, but it lacks strong support in the City Council.
