NY Special Prosecutor for Killings of Unarmed Civilians by Police

After the deaths of unarmed black men in Ferguson, Mo., and Staten Island, Gov. Cuomo sought to create an independent monitor to review killings of unarmed civilians by police.

With no legislation deal, Gov. Cuomo said he would appoint the State Attorney General, Eric T. Schneiderman, as a special prosecutor for one year, while still trying to reach an agreement with lawmakers in the future.

Similarly, no deal was reached on the Governor’s proposal to raise the age of criminal responsibility to 18, from 16.

To address the issue without passing legislation, Gov. Cuomo said his administration would move state prison inmates ages 16 and 17 to separate facilities.
