With the problems with the primary this June for Rangel's house seat, there is talk about changing the poll closing process.
As a poll watcher for the Independence Party in NY, I have been monitoring poll closings since 1992.
Here is the current New York City guide for poll watching:
The Poll Watcher may:
• Arrive 30 minutes before opening to observe the
opening of the polls to verify that no votes have
been cast.
• Examine poll books as long as they don’t interfere
with inspectors or election proceedings.
• Observe the closing of the polls and the canvass.
• Challenge individual voters on the basis of:
Signature authenticity
Residence
Multiple voting
Qualification to vote
Electioneering
With all of the possible changes to the current procedures, poll monitors will not be able to do their jobs.
I have seen images of the poll canvas sheets and can not see how they were allowed to be sent to the NYPD for entry into their computer system. No poll supervisor I have met would have allowed those I saw to leave their polling place with the bad information that was recorded.
