AZ Open Primary Initiative



Yesterday I attended the New York City Independence Party Organization's 12th Annual Anti-Corruption Awards event.

The two honorees were Dr. Ted Downing, former Arizona State legislator and Larry Sakin, Entrepreneur, Philanthropist & Activist, the leaders of the Arizona Open Government Committee which is spearheading a 2012 ballot initiative for a Top-Two Open Primaries.

Open Elections/Open Government will fundamentally change and reform Arizona's election process by implementing an open primary system where the top two vote getters, regardless of political party, will advance to a run-off election.

This will encourage more qualified and independent-minded candidates to seek elected office – candidates guided by common sense instead of extreme ideology from either side of the political spectrum. Even more important, Open Elections/Open Government will open Arizona's election process up to more VOTERS.

Why do people make such glowing predictions about a top-two system and ignore how that system has worked in practice? Louisiana has by far the most experience with this system, 36 years. It hasn't brought good government to Louisiana.

These remarks about top-two systems remind me of the Catholic Church's comments about whether the sun revolves around the earth, after Galileo used his telescope to learn the truth.

I had a number of questions about their ballot initiative: how they handled write-ins, how was ballot position decided, and how does a party maintain their qualifications.

One thing they did put into the initiative is all candidates would user the same process to get on the ballot.

I will be interested if this does increases the number of candidates and voters increased because of this change.
