The Senate Struck-a-0eal to Fund a Large Portion of the Government on Thursday Evening, just a Day before a Shutdown Deadline. The Agreement will Split the Bill Funding the Department of Homeland Security (DHS) off from a “Minibus” Package of Five other Major Funding Bills. The Senate will instead move a Stopgap Bill known as a Continuing Resolution (CR) that would Fund DHS atCcurrent Levels until Feb. 13th, 2026.
The Two Sides had Haggled over the Length of the CR, with Democrats insisting on the Two-Week Version that Won Out. Republicans had sought a Six-Week CR. Top Republicans were still Circulating with Rank-and-File Members to determine whether there will be any Amendments needed.
The remaining Five Bills, which cover the Departments of: Defense, Urban Development, Education, Housing, Labor, Health and Human Services, and Transportation, are Full-Year Measures, meaning that roughly 96% of the Government will be Funded for Fiscal 2026. The Deal is expected to Allow the Senate to Vote Thursday Night.
Trump (R) appeared to Endorse the Deal in a Post on Truth Social. “I am working hard with Congress to ensure that we are able to fully fund the Government, without delay. Republicans and Democrats in Congress have come together to get the vast majority of the Government funded until September, while at the same time providing an extension to the Department of Homeland Security (including the very important Coast Guard, which we are expanding and rebuilding like never before),” He wrote. “Hopefully, both Republicans and Democrats will give a very much needed Bipartisan ‘YES’ Vote,” He added.
Passage of the Bills in the Senate, would put the Ball in the House’s Court in the coming days. The Lower Chamber is Not Expected to Return until Monday, meaning that a Short Funding Lapse is likely to take Place. Questions remain over how Easily the House will Pass the Remaining Funding Bills, with some Republicans already Clamoring for Changes.
Democrats had Threatened to Hold-Up the Entire Six-Bill Minibus, if the DHS Bill Wasn’t Removed, following the Fatal Shooting of Alex Pretti by Border Patrol Agents in Minneapolis on Saturday. The Blowback put Republicans on the back foot, Prompting moves by the Administration to Lower the Temperature. Talks between Democratic Leaders and the White House Advanced Wednesday Night, Leading to the Breakthrough Thursday.
“Hopefully, we won’t have a shutdown. We’re working on that right now. I think we’re getting close. The Democrats, I don’t believe want to see it either,” Trump said at His CabinetMmeeting earlier in the day. “So we’ll work in a very bipartisan way, I believe, not to have a shutdown.”
The Agreement gives Lawmakers just a Short Stretch to nail down a Deal to Fund DHS for the rest of the year.
Senate Minority Leader Chuck Schumer (D-NY) Announced Wednesday that Democrats have Three Demands as part of a Renegotiation of the DHS Package: to End Roving Patrols by Immigration and Customs Enforcement (ICE) Officers and Tighten the Rules Governing the Use of Warrants, Boost Accountability by establishing a Universal Code of Conduct for Officers; and Require Agents to wear Body Cameras, while Prohibiting them from wearing Masks.
“Under President Trump, Secretary Noem, and Stephen Miller, ICE has been unleashed without guardrails,” Schumer said. “They violate constitutional rights all the time and deliberately refuse to coordinate with state and local law enforcement.”
