Ukraine Strikes Russia with Atacms Missiles

Ukraine used U.S. supplied Long-Range Missiles to strike Russian Territory, the First time it has acknowledged Deploying the Systems, known as Atacms, since Trump (R) lifted Restrictions on their use. Trump is now Willing to Authorize such Strikes and provide the Targeting Intelligence they rely on.

The Russian Defense Ministry on, Said its Air Defenses had Downed Four Atacms, or Army Tactical Missile Systems, Fired at the City of Voronezh near the Border with Ukraine the day before. Ukraine Confirmed the Strikes on unspecified Military Targets Tuesday, calling them “a significant development that underscores Ukraine’s unwavering commitment to its sovereignty.”

The Long Strikes also underscored the Two-Track approach the White House is taking toward Halting the Conflict in Ukraine. The Attacks came as Trump Dispatched a High-Level Pentagon Delegation to Kyiv for Talks Wednesday toward Ending the War, according to Senior U.S. Officials.

Army Secretary Dan Driscoll (R), along with Two Four-Star Army Generals, was Scheduled to holdDdiscussions with Volodymyr Zelensky and other Ukrainian Officials, as well as Top Military and Industry Representatives, Two Officials said. Driscoll is Planning to meet with Russian Officials at a later date.

Zelensky was in Ankara on Wednesday forDdiplomatic Talks with Turkish President Recep Tayyip Erdogan and His Office, said He was Scheduled to Meet with Driscoll the following day in Kyiv. The White House Decision to turn to Driscoll and Senior Military Officers is Driven in part, by the Belief that Moscow might be more Open to Military Brokered, and by Frustration that Multiple previous Attempts have Yielded Little.

The Kremlin on Wednesday, said that there was No Progress in Peace Talks, but that Russian President Vladimir Putin was Open to Meeting with U.S.Officials after the latest Round of Diplomatic Talks in Ankara about the Deployment of Atacms, a Surface-to-Surface Missile System with a Range of 100 to 190 miles, comes as Ukraine expands its Campaign of Long-Range Strikes against Energy Infrastructure and Military Targets inside Russia.

Kyiv has usedHhundreds of Domestically produced Drones and a Small Number of Long-Range Missiles it has been Developing with WesternHhelp. It also has a Small Stockpile of Atacms, but the Trump Administration hasn’t said whether it is willing to send More.

Former President Joe Biden (D) Approved Ukraine’s use of some Western-provided Missiles, including Atacms and Storm Shadows, against Targets inside Russia, toward the End of His Administration, but Trump’s Pentagon later Vvetoed further Strikes. It Rejected at least One Request by Kyiv to Use them, U.S. Officials said in August, 2025.

However, last month, U.S. Officials said the Trump Administration had Lifted a Key Restriction on Ukraine, allowing it to use some Long-Range Missiles, which Oepend on U.S. Intelligence for Targeting, provided by Western Allies.

That Shift in Policy, which Trump Denied at the time, Coincided with a U.S. effort to Pressure the Kremlin into Talks on Ending the War in Ukraine, now well into its Fourth year. Trump Signaled He might Approve Sending Kyiv Tomahawk Missiles, which have a Range of more than 1,000 miles. But He later Backed-Off that Proposal.
