Traffic Lights at most Intersections have been Switched to Manual Mode, Moscow’s Traffic Police said that means Traffic at Affected Intersections will be Directed by Officers rather than Signals. The Department said No additional Personnel would be Deployed to Manage Traffic.
Train Service on the Moscow Metro was also Disrupted. Forty-three Trains were Halted in Tunnels, Stranding an estimated 20,000 Passengers, according to Preliminary Reports.
Service was Temporarily Suspended on the Zamoskvoretskaya, Kahovskaya, Kaluzhsko-Rizhskaya, Butovskaya, Tulskaya, Lyublinskaya, and Perovskaya Lines. Initial Reports said Power Outages in Southern Moscow had Disrupted Water Supply, with several Pumping Stations left without Electricity, City Emergency Services told RBC.
The Blackout did Not affect the Operations of the Russian Military. A Defense Ministry Source said Routine Combat Training and Readiness Duties continued as Planned. Backup Power systems had been Activated at some Military Sites. Power was also partially Cut in Moscow, Tula, Ryazan, and Kaluga Oblasts.
The Outage was reportedly caused by a Failure in the Central Energy system of Unified Energy System of Russia (RAO UES), at the Chagino Substation. Other Reports blamed the Incident on a Substation Malfunction in the Kapotnya area. RAO UES told RBC Restoration Efforts were Underway. The Energy Company said more Details would be provided Later.
