The Decree, Published on the Evening of Sept. 19th, gives Legal Force to the National Society Development (NSD) Proposals, for the Draft Law on Ukraine’s 2026 State Budget, in line with Article 107 of the Constitution. Some Articles of these Proposals remain Classified and marked “For Official Use Only.”
The Government is instructed to Ensure that Spending on Security and Defense in the 2026 Budget, is No Less than in the 2025 Budget. The Draft must also allow Adjustments to Spending Depending on the Military and Political Situation.
The Cabinet of Ministers is Required to:
- Guarantee Timely and Full Funding of Pay for Service Members, Police, and Tank-and-File as well as Commanding staff.
- Provide One-Time Financial Aid in the Event of Death or Injury during Martial Law, in line with Resolution No. 168 of Feb. 285, 2022.
- Continue Work to Secure Additional Military-Technical Assistance for Ukraine.
- Prioritize Funding for Key areas of the Security and Defense Sector.
- By March 1st, 2026, Develop and Approve a New State Defense Program for Weapons and Equipment through 2031.
- By the 15th of Each Month, Report to the NSDC Secretariat on the State-of-Defense Sector Financing.
Finance Minister Serhii Marchenko Confirmed that the Draft Budget assumes the War will continue in 2026. “All revenues of the budget for the year, totaling 2.8 billion hryvnias, will be directed to security and defense,” He said.
On Sept. 19th, Parliament began Debating the Draft 2026 Budget. The Process is expected to last Two Months. Lawmakers and Officials are already Calling it another “War Budget”, as it is based on Scenario Two, prepared by the Cabinet of Ministers.
