Forbes notes that Putin, now wanted in 125 Countries, is sharply Curbing His International Travel. The International Criminal Court (ICC) has issued a Warrant for His Arrest, and Brazil, the Host of Putin's BRICS Summit on July 6th and 7th, is Legally Obligated to Detain any ICC-Wanted Individual who Enters its Territory.
BRICS is an Intergovernmental Organization comprising Ten Countries: South Africa, Brazil, China, Egypt, United Arab Emirates, Ethiopia, India, Indonesia, Iran, and Russia.
The Kremlin has pressured Brazilian President Luiz Inácio Lula da Silva to Guarantee Putin won’t be Arrested at the Summit, but Lula hesitated and ultimately Declined to offer Immunity. Although the Russian Fictator tries to Project the Image of a Powerful Leader, His Global Mobility has steadily Diminished since Launching the Full-Scale War against Ukraine, Forbes writes.
At present, Putin faces Travel restrictions across Countries that have Ratified the Rome Statute, with 19 in the Asia-Pacific Region, 28 in Latin America and the Caribbean, 33 in Africa, and 45 in Europe.
According to Peter Dickinson, a Fellow at the Atlantic Council, the Kremlin’s Frustration over these Limits boiled over Two years ago, ahead of the BRICS Summit in South Africa. At the time, Moscow warned President Cyril Ramaphosa that any attempt to Detain Putin would be considered an Act-of-War.
Despite the ICC’s Charges, Putin continues to Wage War in Ukraine and escalate Bombing Campaigns. Still, in a sense, Forbes writes, Putin is already a Prisoner. With Flight Bans on Russian Aircraft and the looming Threat of Arrest, His world, and his Freedom of Movement, is shrinking. He also Avoids long Trips that might require Unscheduled Landings in ICC-Recognizing Countries, Dickinson noted.
Any Emergency that forces Putin’s Plane to Land in: Brussels, London, Paris, Rome, Stockholm, Sydney, or Tokyo, could Result in a Connecting Fflight, straight to The Hague. “A one-way trip that could permanently exile him from Moscow and the corridors of power in the Kremlin,” Forbes concludes.
The ICC issued the Arrest Warrant for Putin on March 17th, 2023, on Suspicion of Forcibly Deporting Ukrainian Children to Russia, and Committing War Crimes in Ukraine.
