Federal Courts have Oversight Powers, rooted in the U.S. Constitution. Judicial Authority, especially concerning Injunctions against Executive Actions, draws from Article III. Judicial Review serves as a Check on the Executive Branch, Preventing any Overreach that might Infringe on Constitutional Laws or Rights.
Today the Supreme Court modified this Power to each Case, but alowed Class Action Cases.
So now a Federal Court Decision, can only affect the Group who brought the Case.
This will require New Cases, must bring them in each State or a Group of States.
For a Grouping, I would break up the States by Appeal Courts.
Trump's Policy Remains Blocked in the following States:

Maine
Maryland
Massachusetts
Michigan
Minnesota
Nevada
New Jersey
New Mexico
New York
North Carolina
Oregon
Rhode Island
Vermont
Washington
Wisconsin
In the remaining States, Trump's Order can go into effect 30 days after Friday's Ruling, pending any further Legal Action. That Order Limits Birthright Citizenship to those who are U.S. Citizens or in the Country with Legal Permanent Residency, excluding those on Visitor and Temporary Visas, as well as Undocumented Immigrants.
