The Project 2025 Plan is from the Heritage Foundation, and many of the Project 2025 Policies sync up with Trump's Agenda 47 Proposals.
Additionally, the Group was at the RNC Convention and held a "Policy Fest" for Attendees. The Group is Staffed, by former Trump Officials.
While it is technically True that the Plan isn't His, His own Administration accepted the Group's Policy Manual, during the End of it's First Term in 2020, and Mark Meadows hinted it would become "a Blueprint" for Trump's Second Term.

The Group also Acknowledged Trump had been making Progress Implementing their Policies during His First Term. So while the Plan wasn't written by Him, it was written by His People, and Written for Him to use if He regains Power.
