ME Pushing New Gun Legislation


In the wake of a tragic Mass Shooting in Lewiston, Maine, the State’s Legislature is considering New Anti-Gun Measures aimed at Preventing Future Incidents. Governor Janet Mills (D), has proposed expanding Background Checks, strengthening existing Gun Laws, enhanced Mental Health support, as well as New Gun Forfeiture, and Seizure Rules, as part of a Comprehensive approach to Gun Safety.

These proposed Measures reflect a concerted effort to balance Public Safety with the Rights of Gun Owners, drawing attention from both Local and National Gun Safety Advocates. Maine is a Primary focus for Gun Safety Advocates, who are pushing for New Policies including: Limitations on access to Assault Weapons and the introduction of a 72-hour Waiting Period for Gun Buyers.

Governor Mills has proposed New Investments in Mental Health and the creation of a Program to track Data on Violence. Maine’s Yellow Flag Law, which allows Police to seize Guns from Individuals deemed Dangerous by a Health Professional and Judge, is under consideration for Strengthening, following the Lewiston Shooter incident.

One proposed Measure requires the Destruction of All Firearms forfeited to Law Enforcement, going beyond the current Law, which mandates the Destruction of Guns used in Homicides only. A Bill by State Rep. Vicki Doudera (D-41st District), would allow Individuals to Voluntarily place themselves on a List that prevents them from purchasing Firearms, aiming to Reduce Suicides.

State Rep. Laurel Libby (R-64th District) has proposed Repealing Certificate of Need Regulations for Mental Health Care Providers, to offer more Care in response to the Mass Shooting and concerns over the Shooter’s Mental Health. Some Aadvocates and Officials argue that better Enforcement of existing Gun Laws, rather than New Legislation, is necessary to Prevent Future Incidents.

The Proposal includes establishing an Injury and Violence Prevention Program, at the Maine Center for Disease Control and Prevention, to serve as a Hub for Violence and Injury Data.

Plans for establishing a Statewide Network of Crisis receiving Centers are part of the proposed Measures, to respond to Individuals experiencing a Mental Health Crisis.

Governor Mills’ Proposal includes: creating a Fund to cover Medical Costs for those Injured in the October, 2023 Shooting and a significant Investment in Mental Health Infrastructure.

As Maine grapples with the aftermath of its Worst Mass Shooting, the State Legislature’s consideration of New Anti-Gun Measures, marks a Critical juncture in the ongoing Debate over Gun Control and Public Safety. These Proposals, ranging from expanded Background Checks to the establishment of Crisis Receiving Centers, aim to address both the Symptoms and Root Causes of Gun Violence.
