Maine's new law is not an "open primary". It is a semi-closed primary. It is still impossible for a registered Republican to choose a Democratic primary ballot, and vice versa, in Maine.

"Open primary" has been defined in US Supreme Court decisions starting in 1972 as a system in which a voter is free to choose any party's primary ballot. Political science textbooks also define it that way.
