NY Lawmakers Reach Deal on Automatic Voter Registration


At a rare Summer Session this week, New York State Lawmakers, in both the State Senate and State Assembly, have reached a deal on an Automatic Voter Registration (AVR) Bill.

The Deal could boost the State’s Voter Rolls by Hundreds of Thousands through what's commonly known as a "Motor-Voter" Bill.

“You show up to the DMV and they ask you what the color of your eyes are, they will ask you whether or not you’d be interested in not registering to vote,” said Assemblywoman Latrice Walker (D-55th District, Brooklyn). “So, you will be registered unless you say you are not eligible or not interested in it.”

Legislators are also Expected to Approve Absentee Voting for the General Election, much like New York had for the June Primary. The idea is to Reduce the Number of People Voting In-Person during the Pandemic, but this time around, Lawmakers are looking to Allow more Ballots to be Counted.

The Senate Bills:

S6463: (Temporarily) Enable the Campaign Finance Board's Use of an Online Voter Registration Portal in New York City. Passed Senate on July 21st, now in Assembly as A8473.

S6922: Increase the Minimum Number of Early Voting Days.

S7194: Provide Students with Voter Information and Application for Voter Registration.

S8015D: Clarifies that "illness" includes the Potential to Contract or Spread Disease, for the purposes of Absentee Voting.

S8004: Provide a Return Postage Guaranteed Envelope with Absentee Ballots that Postal Service Must Postmark.

S8015B: Codifies the Expansion of Expanded Absentee Voting for the Duration of the Public Health Crisis.

S8367: Protects Absentee Ballots with Postmarking Issues.

S8368: Protects Absentee Ballots where Voters Intent is Unambiguous.

S8369: Protects Absentee Ballots regardless of How they are Sealed, Currently you Can't use any Types of Tape.

S8370: Requires BOE to Notify a Voter if their Absentee Ballot is Invalidated due to a Missing or Mis-Matched Signature or an Unsealed Envelope, and Provides the Voter a Chance to Cure the Deficiency.

S8799: Requires the BOE to Count Ballots received the Day after the Election that do Not have a Postmark.

The Assembly Bills:

A10808A Requires the BOE to Count Ballots received the Day after the Election that do Not have a Postmark.

A10830: Requires BOE to Notify a Voter if their Absentee Ballot is Invalidated due to a Missing or Mis-Matched Signature or an Unsealed Envelope, and Provides the Voter a Chance to Cure the Deficiency.

A10833: Clarifies that "illness" includes the Potential to Contract or Spread Disease, for the purposes of Absentee Voting.

A116: Would give Voters Two Additional Weeks to Register, moving the Deadline to 10 days before Election Day, the Constitutional Minimum. Passed July 21st, in the Senate, as S2311.

A5661: Requires at least One Polling Location on Every College Campus with more than 300 Registered Students, Passed July 21st, in the Senate, as S4378.
