The North Carolina bill mentioned above was introduced last year, on April 25, 2019. It has been sitting in committee ever since, so is obviously dead.

The New York bill was introduced on May 28, 2019, and is for a top-two system, not an open primary. It is obviously defective because it doesn't re-define "political party". The bill would eliminate party nominations for governor, so if it were enacted, there would be no qualified parties in New York state, because a qualified party is one whose nominee for Governor polled 50,000 votes.
