ME Will Use RCV in 2020 Presidential Election


Maine Governor Janet Mills (D) didn't Sign the Law, but Worked out a Plan for using Ranked-Choice Voting (RCV) for President in November 2020, but Not in the March 2020 Presidential Primaries.

The Process allows Voters to Rank Contenders in Races with Three or more Candidates in Order of Preference on the Ballot. If any Candidate receives 50% or more of the Vote on the First Tally, they are Declared the Winner and the Election is Over. If No One receives a Majority, however, the Candidate with the Least Number of Votes is Eliminated and that Candidate’s Votes are Reallocated to the Candidates that their Supporters Ranked Second.

That Process continues, with Candidates Eliminated from the Bottom-Up and their Supporters’ Votes Redistributed, until One Candidate Secures a Majority of the Remaining Vote Pool. The Election Ends the moment a Candidate Crosses the 50% line and No other Remaining Votes will Change this Results.

Some Reasons for RCV in Primaries:

- Avoiding Split Votes and Counter-Majoritarian Outcomes

- Eliminating Expensive and Unnecessary Runoff Elections

- Improving Single Ballot “Top Two” Systems

- Promoting Fair Representation for All When Electing a Legislature in Multi-Winner Districts

- Promotes Majority Support

- Discourages Negative Campaigning

- Minimizes Strategic Voting

But Maine is using it in the Presidential General Election. Where is the Benefit? Maybe 3rd Party and Independent Candidates.
