FL Top-Two Initiative for State and Local Office Could Qualify for Ballot

An Initiative Petition is currently circulating in Florida to establish a Open Top-Two Primary system for State and Local Office.

BALLOT TITLE: All Voters Vote in Primary Elections for State Legislature, Governor, and Cabinet BALLOT SUMMARY:

Allows all registered voters to vote in primaries for state legislature, governor, and cabinet regardless of political party affiliation. All candidates for an office, including party nominated candidates, appear on the same primary ballot.

- Two highest vote getters advance to general election.

- If only two candidates qualify, no primary is held and winner is determined in general election.

- Candidate’s party affiliation may appear on ballot as provided by law.

- Effective January 1, 2024.


The Initiative is being supported by Mike Fernandez, a Wealthy Individual who has already spent $6,000,000 on the Petition.

It has 621,000 Signatures already, so is likely to Qualify for the November 2020 Ballot.

Initiatives in Florida cannot Pass unless they get at least 60% of the Vote.

No Top-Two Initiative has ever received as much as 60% of the Vote, and No Top-Two Initiative has ever Passed except in Washington State in 2004 and California in 2010.

Top-two Initiatives have been Defeated in: Arizona in 2012, California in 2004, South Dakota 2018 due to not enough Signatures, and in Oregon twice, in 2008 and 2014.

Top-two was defeated in South Dakota in 2016, as Amendment V. It only got 44.5% of the vote.
