NY Plan to Requiring Ethics Review on Legislature's Outside Income


New York State Legislators would be required to seek an Advisory Opinion on whether their Outside Income represents a Conflict of Interest under a Joint rule set to be adopted today by the Senate.

Under the rule, Lawmakers would seek the opinion from the Legislative Ethics Commission. It’s similar to an idea pushed by Gov. Cuomo in December, though his plan would have also included a member of the Judiciary on the Ethics Panel offering the opinion.

The Assembly is set to pass the rule next week.

The Senate and the Assembly next week, is also expected to give needed Second Passage to a Constitutional Amendment that would Strip Lawmakers and other Public Officials of their Pensions if they are Convicted of Crimes related to their Offices. Once it passes the Legislature, the measure would go before Voters as early as November.

Gov. Cuomo in his 2017-18 Budget Proposal has offered up a host of other Reforms that the Legislature has balked at in the past.

There does not appear to be an appetite at this point to take many, if any, of them up this year, sources agree.
