Virginia Top-Two Open Primary Bill


On Jan. 13, 2016, Sam Rasou, (D) - House District 11, introduced HB 1040.

Establishes a voter-nominated Primary election for the offices of Governor, Lieutenant Governor, and Attorney General and for the General Assembly and the United States Senate and House of Representatives.

A voter-nominated primary election is an election held for the purpose of selecting candidates to be on the ballot at a General election. All candidates, regardless of political party affiliation, are on a single ballot.

The two candidates receiving the highest and next highest number of votes are the candidates for that office at the General election. The political parties may not select to nominate candidates for these offices by any nominating method, but are permitted to otherwise contribute to, endorse, or support a candidate for these offices.
