New York Board of Elections' Chief Enforcement Councel, Risa Sugarman, starts investigating and filing cases against political campaigns and clubs for incomplete and faulty records that include criminal referrals.
The Board of Elections' separate compliance unit focuses on reviewing thousands of campaign finance records required of politicians and parties each year. The unit's review found incomplete or faulty records of some contributions and spending by the state campaign committees for the Assembly's Democratic majority, the Senate's Republican majority, the State Republican and Conservative parties, the Republican Assembly Campaign Committee, and the State Independence Party.

Two new units looking into the finances of political campaigns over the last year have found that six of New York's best-funded political committees filed incomplete or faulty records while seven criminal referrals have been made in 129 other investigations.
The Board of Elections' new enforcement unit hasn't released the identity of those campaigns that are the subjects of the criminal referrals to prosecutors. A report is underway that will provide information on the state and local cases.
The investigations were prompted by tips from the public, news accounts and the enforcement unit's own digging. Eight cases have been closed where no violations were proved.
State BOE Seeks Documents On Nassau Political Clubs
The chief enforcement officer for the State Board of Elections has requested all documents related to 11 Nassau Republican political clubs, including the committee run by Chief Deputy County Executive Rob Walker.
The letter to the Nassau Elections Board from an associate attorney for Chief Enforcement Counsel focuses on the period since Republican County Executive Edward Mangano took office on Jan. 1, 2010.
It asks for all campaign finance documents for the 11 committees, including contributions, money transfers and expenditures, from that date, through the present.
The clubs include nine that had violated election law by not filing campaign finance reports with the state board for as many as nine years: The Massapequa North and South Republican clubs, the Seaford Republican Club, North Bellmore Republican Club, Lakeview Republican Club, Roosevelt Republican Club, Manhasset Republican Club, Floral Park Republican Club and Merrick Republican Club.
Sugarman's office also requested all documents since Jan. 1, 2010, for the Hicksville Republican Club and Hicksville Republican Committee.
