NJ Bill Expanding Ease of Voting Needs Gov. Signature

In June 2015, the New Jersey Legislature passed AB 4613, "The Democracy Act", which lets any voter cast a vote during the weeks before election day, provides for automatic registration for people who apply for drivers licenses unless they opt out, and makes it possible for 17-year-olds to pre-register.

New Jersey gives Governors a long period in which to decide whether to sign, veto, or amend bills.

Governor Chris Christie must decide whether to approve this bill by August 13, if the legislature is in session that day.

But if the legislature is not in session that day, he can wait until it is in session.

No one knows yet whether the legislature will be in session that day.

New Jersey bills become law upon the Governor's signature or after 45 days if no action is taken. If the House of origin is in recess on the 45th day, the time is extended until it reconvenes. Different rules apply to bills passed during the last 45 days of a two-year session. If vetoed, a bill may become law if the Legislature overrides the veto by a 2/3 vote. A law takes effect on the day specified in its text or, if unspecified, the next July 4th.
