After seeing his State of the State speech overshadowed by the shocking arrest of Assembly Speaker Sheldon Silver, Gov. Andrew Cuomo unveiled a five-point plan Monday to clean up the persistent corruption in state government.
Mr. Cuomo's plan includes:
- Total Disclosure of outside income.
- A constitutional amendment to force lawmakers convicted of corruption to forfeit taxpayer-funded pensions.
- More rigorous oversight of travel expenses.
- Ending the use of campaign funds to pay for personal needs.
- Campaign Finance reform.
The governor, speaking at New York University's School of Law, said he would not sign a budget that did not include his proposed reforms, predicting it would break the state's four-year streak of on-time budgets.
Mr. Cuomo highlighted the recent death of his father, Mario Cuomo, as a galvanizing force to push for stricter ethics reforms.
He also mused on the usefulness of having a full-time legislature to end the temptation of outside income and conflict of interest.
