2008 Primary Petition Fraud in Indiana


I want to thank Ballot Access News for this post.

In 2008, the Indiana petition requirement for the Democratic Presidential Primary was 4,500 signatures and at least 500 signatures had to come from the nine U.S. House districts in the state.

On April 25, an Indiana jury convicted two individuals of forging signatures on the Democratic Presidential Primary petition for Hillary Clinton and Barack Obama.

Without the fraudulent signatures, neither Clinton nor Obama would have had enough valid signatures in the Second District, so their statewide petitions would have failed.

The fraud was committed by four individuals. Two pleaded guilty and their testimony was used to convict the other two.

Former longtime St. Joseph County Democratic party Chairman Butch Morgan Jr. was found guilty of felony conspiracy counts to commit petition fraud and forgery, and former county Board of Elections worker Dustin Blythe was found guilty of felony forgery counts and falsely making a petition. Morgan was accused of being the mastermind behind the plot.

The Clinton and Obama petitions were the only Democratic Presidential Primary petitions submitted. If the fraud was uncovered in 2008, there would have been no Democratic candidates for President on their Primary ballot. Indiana does not allow write-ins in their primaries. Obama won all 11 Indiana Electoral votes in 2008.
